House adopts Intelligence Bill

Parliament yesterday adopted the Intelligence and Security Services (ISS) Bill without amendments. MPs had been arguing that the ISS was likely to be abused if there was no oversight institution.

MP for Gaborone North, Keletso Rakhudu, tabled a motion without notice that the Bill should be committed to a special parliamentary select committee to incorporate the concerns MPs had raised.  However, his idea was defeated when 25 MPs, most of them cabinet ministers, voted against him. 

Since most MPs never attend Parliament,17 of them were absent and only 16 voted for Rakhudu's idea.  MP for Gaborone South, Akanyang Magama and his Lobatse counterpart, Nehemiah Modubule, abstained.
