Govt meddling fuels skills loss in parastatals

The management performance of public enterprises in Botswana is negatively affected by their inability to attract the best-trained, qualified, experienced and appropriate human resources for their executive direction.

The system of patronage, says the report, has a tendency to circulate the same officers in different entities, in the long run giving the picture that the country lacks skilled people with appropriate, relevant qualifications and experience to perform top management tasks.

The BIDPA report laments that though in most cases para-statals have highly qualified and experienced officers, they are constrained in their duties by bureaucratic meddling by government ministries and departments.
