Government's notoriety for late payments to contractors backfired on Friday when a small contractor decided to chase away all government employees and their director from the Ministry of Health offices at the Main Mall, and lock the offices, until he is paid his dues.

His trick seems to have worked, although he has been waiting for payment since February. With the help of the police, who negotiated the re-opening of the offices on Friday night, the frustrated contractor has been assured of payment this morning. Jabu Ngongorego of Pencon Enterprises had rendered shutter proofing, painting, change of lights, air conditioning, partitioning services for the Ministry of Health offices for P39,000 in February.

At 3.20pm on Friday Ngongorego, with the help of his workmate, entered the double storey administrative building and got everyone out, including security officers. Government officers dispersed and went home after Ngongorego had the doors under lock and key within a few seconds.
