After threats of a strike by public service unions over certain paragraphs in the constitution of the bargaining council, the Directorate of Public Service Management (DPSM) will reconsider its position regarding the draft constitution.

In a letter to the unions dated September 3, 2010, the director of DPSM, Festinah Bakwena, says they agree that some amendments are desirable.  According to the new amendments, the paragraph regarding admission into the council that read "any trade union may apply for admission into the council provided the trade union meets the threshold of one third of eligible employees in the public service and (is) recognised in terms of the Trade Dispute Act" has been changed.

It now reads "any trade union may be admitted into the council provided the trade union has been recognised at the workplace level in accordance with the provision of section 46 of the Public Service Act No. 30 of 2008 and meets the threshold requirement for admission as per the constitution of the council".
