Dikgosi want to see all Parley bills first

Members of the Ntlo ya Dikgosi want all bills discussed at Parliament to be passed through their institution first, chairperson of the house, Kgosi Puso Gaborone, has said.

The proposal is one of the amendments dikgosi want to be made to the rules of procedure governing the house. In a wide-ranging interview with The Monitor on Friday, Kgosi Gaborone said members have set up a committee to look at areas they wish to be amended. The house hopes to finalise the amendments in the forthcoming 11th meeting of the 2nd Ntlo ya Dikgosi, scheduled to start on January 28th.

Currently, the only bills that Parliament cannot discuss without passing them through to Ntlo Ya Dikgosi first are those relating to traditional matters such as customary courts and dikgosi. Even with such bills, the Ntlo ya Dikgosi has to debate them and pass a resolution within 30 days of their receipt, or else they forfeit the opportunity to give Parliament their resolution on the matter. Regarding other bills, Parliament is not obliged to pass them through the Ntlo ya Dikgosi unless the minister presenting the bill feels it is important for it to go through the traditional leaders' house first.
