Civil society calls for the independence of DCEC

SELEBI-PHIKWE: Civil society has called for the Directorate on Corruption and Economic Crime (DCEC) to be an independent entity.

The call was made during a panel discussion hosted by the Selebi-Phikwe Economic Diversification Unit (SPEDU) and DCEC Francistown branch at Makhubu Club this week. Speaking during the discussion, Botswana Council of Non GovernmentalOrganisations (BOCONGO) representative, George Showa said DCEC must be removed from the Office of the President and be under the Judiciary. He said that it would not be hard for the directorate to achieve its mandate as the judiciary is independent.

Showa said there will be times when the DCEC will have to investigate its master and under current set up this might be difficult. He stated that the DCEC and the Public Procurement and Asset Disposal Board (PPADB) must produce reports about their achievements. Showa said the government must also introduce a law that includes the whistle blower act. Botswana Confederation of Commerce Industry and Manpower (BOCCIM) representative, Palalani Moitlhobogi said the national debates on the declaration of assets is trying to ensure that there is evenness in dealing with various people operating in the same economy. "This must also present a very difficult task for the DCEC in its daily operations, as one set of people has to conform to a certain standard of behavior while another set of people do not abide to any standard,"he argued.
