Bakgatla Kgosikgolo Kgafela II does not see anything wrong with serving his tribe as a non-government employee. Although he has assumed his duties as a kgosi, Kgafela is not on government payroll.

This means that he is not a civil servant.  As a result, unlike other chiefs, Kgafela is not under the control of the Minister of Local Government.  He is only accountable to his tribe.

Government does not have to worry about the Bakgatla chief's welfare.
