As early as 2002, President Levy Mwanawasa advised Chiluba that the criminal charges against him could be dropped if he returned 75 percent of what he is alleged to have stolen during his 10-year reign.
This was after former Nigerian president Olusegun Obasanjo came to Zambia to broker "peace" between Mwanawasa and Chiluba.
