Festus Mogae

Although a known neo-liberal who believes in the unfettered drive of the private sector and little involvement from government in the economic sphere, Mogae would not draw satisfaction from the fact that the economy is dominated by foreigners, as the recent Tsa Badiri report indicated.

His legacy would be seen through the increasingly neo-liberal austerity measures he has put in place among them cost-sharing and a messy privatisation exercise.
And as the year ends, it is difficult not to see Mogae as an underachiever.
