BOTA and TEC finalise organisation restructuring

The rationalisation of the Tertiary Education Council (TEC) and the Botswana Training Authority (BOTA) is expected to take effect in April 2014.

The Attorney General is currently drafting Bills for the establishment of their successors, the Human Resource Development Council (HRDC) and the Botswana Qualifications Authority (BQA). The authorities at the two organisations said the Bills will be presented and discussed in Parliament soon. These institutions, together with the Botswana Examinations Council (BEC), which is in the process of assuming additional functions, will operate optimally in 2016.

Initially, TEC and BOTA were to merge, after extensive consultations with various stakeholders it was agreed that two new parastatals - HRDC and BQA be established. The acting chief executive officer of the Human Resource Development Advisory Council (HRDAC),  Abel Modungwa, explained this at a briefing in Gaborone yesterday. As a result of rationalisation, TEC will be dissolved through a repeal of the Tertiary Education Council Act of 1999 and BOTA through the revoking of the Vocational Training Act of 1998. The HRDC will undertake the development of a National Human Resource Development Plan and planning and funding of tertiary education and work place learning. The BQA on the other hand, will advise the Minister of Education and Skills Development on all policy matters related to National Credit and Qualification Framework.
