BOCONGO to meet Mogae over security bill

Executive Secretary of Botswana Council of NGOs (BOCONGO) Baboloki Tlale has said that they intend to meet with President Festus Mogae in an attempt to block the entry of the Intelligence and Security Services Bill into the statute books.

The bill is ready for presidential assent to become law after it was passed by Parliament.  Tlale said they would suggest to Mogae to consult further with other stakeholders before signing the bill into law.  Though he acknowledged the President's busy schedule, he was convinced that he will find time to meet BOCONGO. 

The bill passed the final stage in Parliament without participation of opposition MPs who boycotted the proceedings to protest what they saw as betrayal by the Minister of Justice, Defence and Security, Phandu Skelemani. The MPs made the move claiming that the minister's cancellation of an All-Party Caucus he had promised earlier to discuss the bill was a treacherous act. Skelemani has denied making the promise.  BOCONGO were not happy that the opposition MPs walked out of Parliament because they should have stayed to debate the bill to register their grievances.
