BNYC chair appointed himself director

In a startling revelation, Botswana National Youth Council (BNYC) chairman, Metlha Mokwena, says that he suspended the Council's director and appointed himself to the post for two months. A BNYC director draws a salary of about P26,000 and some perks.

Addressing BNYC delegates from the council's 33 districts in Gaborone last week Saturday, Mokwena said that on April 2, 2012, the committee he chairs - the BNYC executive committee, suspended Executive Director Benjamin Raletsatsi pending a disciplinary hearing.Explaining the committee's decision, the chairman said the BNYC committee has the responsibility of running the council and giving it strategic guidance: "We are inherently trusted by yourselves to be acting in good faith for and on behalf of the council. Following the director's suspension, some people expected the executive committee to appoint an acting director. While this is a culture that prevails in many organisations, it does not necessarily bring good results depending on the surrounding circumstances. I took a decision not to appoint an acting director and I eventually led the council during that period," he said.Mokwena has since been replaced by Tiny Tamasiga-Gontse, seconded from the department of youth, as interim director in the Ministry of Youth, Sport and Culture.The ministry injects P5.6 million annually into the BNYC as subvention fees.

He told the gathered youth that a board should be close to the running of an organisation, so that it can be in a better position to account for it (the organisation). He therefore called for the need to have an executive chairman or executive secretary."This has then led me to imagine that there is a need to have an Executive Chairperson or Secretary who will be more privy and close to the operations of the institution almost on immediate basis instead of a cellphone or email update. For the BNYC in particular, this is crucial and it's a clause that I have maintained to contribute to the bill," he said.
