Basarwa have a bleak future - Huggins

Former US Ambassador to Botswana, Joseph Huggins, has noted in a cable to his government that the outlook for Botswana's Remote Area Dwellers (RADs) is bleak despite the government's multi-faceted efforts to improve their standard of living.

According to a Wikileaks document, Huggins stated that the best hope for RADs may lie in migration to towns in search of employment, adding that after nearly 30 years, the RAD programme was far from successful.

In a cable entitled Outlook For Rural Area Dwellers Bleak, Ambassador Huggins said RADs endured high rates of poverty and unemployment, exacerbated by limited access to natural resources (especially land), a dearth of skills and isolation from potential markets.
