FRANCISTOWN: It is like a scream from a cold winter night. Please give us jobs. We are suffering, is the forlorn message written all over the faces of people who congregate daily in front of the Labour Department premises in Francistown's Light Industrial Area.

Kareng Motlamma, 35 fidgets on a boulder he is squatting on under a mosu shade, his eyes darting to and fro surveying every movement like a soldier at the battlefront. He chooses to locate himself far from the madding crowd that congregates by the wide gate of "Labour" as it is referred to in the local lingua franca.
