FRANCISTOWN: The United Nations High Commission for Refugees (UNHCR) seems to have adopted the attitude of a legendary Roman king who fiddled when his empire burned.

The UNHCR is supposed to protect and look after the interests of refugees, but presently the refugees are seemingly being harassed by the Botswana government while UNHCR officials look on bemused.
