The capital stink will do us ill

Can somebody at Town Hall please tell us what is going on in our capital city? Everywhere you go you are greeted by a stench from an overflowing drainage pipe, sewer billowing out of a broken pipe, a fly-infested skip bursting at the seams with rubbish, or the decomposing carcass of an animal left to disappear into the earth.

On a good day, all these factors can be found in one place, filling the air with a foul vapour that assaults the nostrils of the lucky wayfarer passing by.  The unbearable pollution goes back some time now, maybe three or so years, but city authorities seem unconcerned as they go about their daily business.

The stench, which is almost a palpable miasma, must permeate the entire atmosphere above the city, contaminating meteorological conditions beyond even the stratosphere. A real and present danger to the pulmonary health of the human population of the city and its other mammalian denizens, its odorous vapour can only attract disease-bearing organisms that thrive in filth.
