Teaching Service Act is a must

In their response to a recent incident in which a student was raped while on a school trip with others in Francistown, teachers have made it clear that it is not their mandate to provide security for students. To add salt to the injury, it is also not clear who should provide security – the host school or the travelling school.

We all know that it is impossible for security guards to man the whole school premises because of the size of the school, and the requirement is that the guard should be at the gate all the time to see who is coming in and going out. It is therefore important for the Ministry of Education and Skills Development to come up with a policy that will give guidance on what should happen when students are on trips.

Prior to the arrival of the 2008 Public Service Act (PSA), teachers were “jack of all trades”, doing extra curricular activities, accompanying students on school trips, assisting students on weekends and holidays, and even taking money from their pockets to assist struggling students. They did all this out of the love of their profession, love for the students and love for their country. The only thing they got in return was free time during school holidays. The PSA has diminished all that and there are countless court cases that have resulted because of a clash between the PSA and the nature of the teaching profession. In addition to that, examination results have gone down, school sporting activities have also gone down, and the teachers’ morale is at its lowest in history.
