Stop this rot!

Yesterday’s revelations before the Parliamentary Committee on Statutory Bodies, as carried in a separate article elsewhere in this edition, are a frightening indictment of the state of the public finance management system.

The parliamentarians were flabbergasted to learn that the new Botswana Trade Commission is operating without a board, spending P79,000 on luxury office space for just a staff of five executives, while the CEO has apparently been granted both a metaphorical and physical blank cheque for critical decisions.

Key positions have allegedly been filled, without interviews or independent review and remuneration rates set without approval. Without wishing to pre-empt the ongoing enquiry into the matter, it already appears the skeletons are tumbling out of the closets.
