Review VAT threshold

Last week, in his 2008-09 budget proposals, South Africa's Finance Minister, Trevor Manuel raised the Value Added Tax (VAT) threshold from R300,000 to R1 million.

The adjustment was meant to stimulate growth of small businesses in South Africa, which is said to employ thousands of people in Africa's largest economy.

Although South Africa is a big economy that can afford to lose revenue from VAT, Botswana can emulate its neighbour without exposing the country to the risk of a deficit.
VAT and other forms of taxation add to government coffers that are used to build schools, roads and buy Anti-Retroviral drugs.
