PAC losing the spark

The Parliamentary Public Accounts Committee (PAC) concludes its proceedings this week and will submit its report to the National Assembly in a month’s time. We have followed the proceedings from day one, and it is our view that a lot needs to be done to empower this committee and others, otherwise they will be rendered useless like the annual workshops or interactions between public servants and politicians.

First, the committees should be empowered to surcharge officers who disrespect the proceedings in any manner, such as coming late, evading questions, or repeating the same mistakes year after year. What we have observed is that some officers already treat the PAC as another workshop with politicians who are trying to interfere in their affairs, by the manner in which they conduct themselves before the committee.

Even the MPs who sit in the committee do not always take it seriousLY. This year’s proceedings were marred by poor attendance by members of the committee, something, which cannot be allowed to go unchallenged. While we appreciate that Parliament has multiple committees, which have mandate locally and internationally, lack of quorum by the PAC should really cause panic amongst citizens.
