Ministryowns up on certificates

It is now official. The Ministry of Education sanctions schools to withhold certificates of former pupils and students who owe fees. The action extends to those who have lost or damaged books. This withholding business has been going on for long but the ministry has been at best ambivalent about whether it sanctions it.

The withholding has been criticised for violating the rights of children. Recently, Letlhakeng West MP, Filbert Nagafela asked  about the matter in Parliament. Assistant Minister of Education, Moggie Mbaakanyi responded categorically that her ministry sanctions the practice and it resorted to this action to protect school property.

There are of course points to consider on both sides.  No one wants to see his or her child miss an educational opportunity or a job merely because school authorities cannot release certificates. But there is no denying that schools lose a lot of money to carelessness of learners - even parents.
