Govt is failing orphans

The government always insists that children affected by HIV/AIDS are well covered by current health and social welfare programmes.

Ministers cite programmes for HIV/AIDS orphans and point out that there are systems in place to make sure that they do not miss out on any social services, such as education, medical attention and general welfare.

However before orphans or other children can be enlisted in a government programme, they would have to be located and registered with the Department of Social Services. It seems like the system of locating people who need assistance is not functional.
