Cost sharing is greatly feared as it essentially means the end of the ‘free’ era of education and introduces an age where the true burden of education is felt by parents, guardians and learners.
This in turn, raises the issue of cost as a barrier to accessing education, a situation which run contrary to the country’s aspirations of providing all its citizens equal access to education at all levels.
