PPADB distances itself from project delays

As concerns mount about increasing costs of delayed project delivery, the Public Procurement and Asset Disposal Board (PPADB) says it is legally constrained from supervising the public project tenders it awards.

Speaking at a media briefing last Friday, PPADB's executive director of works Mosimolodi Lefhoko said the statute (of 2001) establishing the board hindered it from overseeing contractors they awarded tenders to.
"The act does not allow us to supervise," Lefhoko said. "Our major mandate is adjudication and awarding of tenders."

Lefhoko said once a tender was awarded, the contractor entered into a legal contract with a procuring entity and the board only came in when the project was finished and it was given an end-of-activity report.
