Outsourcing to improve citizen business participation

The public service outsourcing program recently launched by the Public Enterprises, Evaluation and Privatisation Agency (PEEPA) is expected to increase direct citizen participation in economic development.

This in turn should accelerate the rate of economic growth by stimulating entrepreneurship and investment.
Addressing security service providers last week, PEEPA public service outsourcing manager, Tshepo Nfila, said that outsourcing promotes better service delivery and that it will be a new business opportunity for the small citizen-owned enterprises.

The public services outsourcing programme was launched through a cabinet directive in March 2011 and is targeting cleaning, gardening and security services across the public service. Nfila explained that the public service outsourcing program would offer an initial package of contracts to small citizen-owned companies and contribute towards expansion of citizen-owned enterprises. He revealed that through the programme, full costs of current service delivery would be identified." In 2010, the annual staff payroll for cleaning, gardening and security guard services amounted to P177.6 million", he said.
