Makgato-Malesu, who was presenting estimates of expenditure for her ministry, said Cabinet has approved the draft bill for merging the two institutions.    Even the Citizen Entrepreneurial Development Agency (CEDA) has since been transferred to her ministry as part of the rationalisation exercise.
