Govt blamed for bungled mega projects

Government should take its fair share of the blame in bungled mega capital projects as poor supervision on its part has opened way for contractors to get away with shoddy work and overcharging on claims, Public Accounts Committee (PAC) member Samson Guma Moyo said yesterday.

Interrogating the Permanent Secretary (PS) in the Ministry of Infrastructure, Science and Technology Kagiso Mokotedi, Moyo wondered why the blame has been laid on contractors or consulting engineers every time for botched projects.

"Supervision of these projects is done stage by stage with payments being made stage by stage in agreement with all parties. Why is it that the majority of the times you blame the contractors and yet you would have supervised, concurred and paid at every stage. Very little is said about who made the payment and what they would have paid for," he said.
