Debrief losing bidders - PPADB

FRANCISTOWN: The Executive director of supplies at the Public Procurement and Asset Disposal Board (PPADB) Idah Maitumelo Marumo has encouraged District Administration Tender Committees (DATC) to always debrief losing contractors so that they may improve on future bids.

She said this at a three-day Northern District Administration Tender Committee (DATC) national workshop here at Tati River Lodge when giving welcome remarks.Twelve DATC members from the northern district are attending the workshop.She said aggrieved bidders if not debriefed might conclude that tenders were awarded corruptly.Marumo said such suspicious and allegations serve to undermine public confidence in the procurement system and perpetuate the perception of corruption in public procurement. She said the essence of debriefing is in line with contractor development and enhances transparency.

"The board has received complaints from contractors from time to time questioning the evaluation process and/or the manner in which the adjudication of tenders was handled at DATC level. "When that happens, we count on DATC to give us a full record on such transactions," said Marumo.She appealed to the committees to assess the entire process and respond to complaints within two to four weeks. She said with the assistance of the United Nations Development Programme (UNDP), the board is doing a study on corruption in public procurement and asset disposal in Botswana.She said the consultancy has been awarded to NCG Holdings Pty Ltd, adding that the firm is expected to complete the work in February 2013.
