Budget Pitso spirals into decentralisation uproar

Senior local authority representatives detoured a Budget Pitso called by the Finance Ministry on Tuesday, with speaker after speaker venting frustration at what they allege is their under-funding and erosion of responsibility at the hands of central government.

The pitso, one of four to be held by the ministry in preparation for the 2014/15 budget, was aimed at gathering local authorities’ input for the next budget.

However, as soon as the floor was opened for general discussions, senior officials within the local authorities made it clear the elephant in the room was decentralisation and the diversion of power from councils to line ministries.
