Billion Pula supplementary budget heads to Parly

The Ministry of Finance and Development Planning is reportedly gearing up to present legislators with a supplementary 2013-2014 budget of over P1 billion, after delays at Morupule B burnt a hole in the estimates announced in February.

From an initial forecast surplus of P779 million, the current budget is now expected to post a P1 billion deficit due to the unexpected costs of purchasing local emergency diesel power and imported electricity due to the delays at the 600MW Morupule B station.

Besides, the financing of drought initiatives is expected to dent the 2013-2014 figures Finance Minister, Kenneth Matambo, originally unveiled in February. The forthcoming supplementary will be the latest in a string of similar requests dating back to the mid-2000s, ranging from P7 billion in the 2008-2009 budget to P3.8 billion in 2009-2010, P2.4 billion in 2011-2012 and P83.1 million last year.
