BICA sees hypocrisy as govt accountants flout the law

Close to 2, 000 public service accountants have not registered with the Botswana Institute of Chattered Accountants (BICA) in violation of the new Accountants Act, which was passed two years ago.

Speaking at a corporate workshop for BICA in Gaborone yesterday, chief executive officer (CEO) Duncan Majinda explained that government has not responded to the Act, revealing that there are more than 2, 000 public accountants but only 40 have been registered with BICA.  "The Act was passed by Parliament, therefore I view this as hypocrisy for the government to pass an Act and not comply with it," said Majinda.

The Act requires that every person or entity providing professional accountancy or related services to the public for either a salary or a fee should be registered with BICA for the purpose of regulation and monitoring. Accordingly, it is illegal for professional accountants to provide professional services if not registered with the BICA.
