BEC fails litmus test in SA

FRANCISTOWN: Black Earth Communications (BEC) was last week grilled by the Independent Communications Authority of South Africa (Icasa) after it failed to provide adequate proof of its financial backing to operate a pay TV channel in South Africa if granted a licence. The same company last year applied to the National Broadcasting Board (NBB) for a similar licence to provide a pay TV service in Botswana.

However, the Senior Broadcasting Regulations Officer at the Botswana Telecommunications Authority (BTA) Ben Mogwera says BEC only applied, but has not been granted a broadcasting licence in Botswana.  

BEC's Managing Director Andrew Jones has also confirmed that his company has not been granted a licence, saying the NBB requested them to meet two requirements, including a bank guarantee of finance: "When we first presented our proposal, banks were not keen to support us because this is a risky venture. But they have now shown interest in supporting us."
