Parliament on Friday voted  26-24  against the proposal to authorise payment for the project and its inclusion in the development plan.

The project was awarded to Khato Civils Joint venture early July and the contractor is on site carrying out mobilisation, after recently advertising tens of vacancies in the local print media.
