Open letter to police commissioner

Not long ago it was announced that revenue collected by the police from fines for various offences especially road traffic offences will be channeled towards improving the police service and its operations.

 The idea sounded noble and I guess no one could query it.
Members of the public, especially motorists should by now have noted, with a lot of concern, that the idea has now degenerated into some form of public harassment by the police, especially in Gaborone and its environs.

More often than not motorists are charged with imaginary offences and coerced to promptly pay fines or else their vehicles will be impounded.
