BGCIS: The new big brother

The newly-established Botswana Government Communications and Information System (BGCIS), led by Jeff Ramsay, is not an answer to the cry for Freedom to Information Act nor is it going to ease access to public information, as it seems to be the impression given.

By its nature, BGCIS is virtually centralising information not for the ease of its access but rather, I must argue, for the opposite. I am not against a government system to control the way it releases its information per se, but I think it would be best if such a system is set up in an environment that is already conducive for smooth access to information.

It is therefore my submission that the motive for the establishment of the BGCIS, contrary to what we are made to believe, could be far from that of opening up public offices to the public but rather an attempt to further stifle the release of information through its centralisation. By controlling the release of information without any legal framework that the public can make reference to is as good as giving those that such information falls under their custody a blank cheque to do as they wish.
