What interest does the immigration/labour have with abcb?

I came across a Notice in the Botswana Advertiser of 22 March 2013 (page 56) stating that all members of Association of Business Consultants of Botswana (ABCB) are informed of the public notice from the Department of Immigration/Labour that with effect from 01 January 2013 all those immigration practitioners who are practicing on behalf of immigration clients are required to produce certificates of ABCB and name tags of ABCB.

Since I am a qualified Business Consultant and my company is 100% citizen owned, I pay tax, I have an office I pay rent, I pay my employees my question is, what criteria has the department of Immigration used to select ABCB out of ALL other associations of consultants and individual business consultants in Botswana. ABCB is just an association like any other and its not a government entity but just formed by ordinary individuals. If one is qualified and registered is he or she forced to join ABCB in order to be an immigration practitioner throughout the country. What interest does the Ministry have in this association to give a notice in their favour?

Where is it gazzetted that ABCB is the only association to do this job? Was this publicly advertised for tendering to the public and ABCB won the tender? If so on which public media and when did they get the selection? Is ABCB made up or rather owned by Immigration officers or former officers that's why it gets favour back door?
