Gaborone city council's impractical suggestion

After doubly checking the date on The Monitor to make sure it was not an April fool's day joke, sadly the date was the 8th April.

I was utterly bewildered by the Gaborone City Councils impractical suggestion of wanting to pass a bye law that stipulates that gatherings of over 50 people will in future require a permit. Failure to comply can attract a fine and or a jail sentence!

Seriously do you guys really believe that you can alter our constitutional right to gather for joyous, celebratory, religious, sporting, funeral, marriage, conferences, receptions and other such gatherings?
