The report recommends a number of initiatives to bring the University back to its core focus, academic work.

Governance and Pay Structure
The need to restructure the Administrative Structure of the University of Botswana cannot be over-emphasised because the bulk of the budget is spent on a bloated support structure instead of the core business. As a result, UB experiences academic staff resignations and it cannot attract or retain staff. This has adversely affected the mission and vision of the UB as it cannot be achieved under the present circumstances.

Review UB structure as a matter of urgency and give academics their rightful place in an academic environment. UB must review the number of directorships to align its governance structure with the mission and vision of the university and to reflect the core business of the university. Re-designating functions that were originally clerical to managerial does not seem to have improved the performance of the UB. Besides how does UB afford so many expensive posts? As already indicated above the Tertiary Education Council new funding model stipulates that funding for universities will be based on academic output (research, teaching, student output and graduate employability). This will definitely require restructuring of governance and prioritising the academic functions of the university.
