The debate about President Mogae's 'legacy' has so far failed to produce a tangible product by way of wholesome and conclusive assessment of the man's presidency.

This contribution seeks to discuss one among a few issues that have been singled out in the search for pointers towards the outgoing president's 'personal' contribution to the shaping - or reshaping - of the country's political landscape.

It should be established from the outset, that the premise that any leader could somehow invent a legacy outside of, above, or beyond the parameters established in the traditions, policies and administrative rules and habits of the larger political organization, is, in itself, inherently flawed.
