MPs play truant - again

Just four days after Parliament resumed its winter meeting, debate had to be stopped for several minutes yesterday because the House could not form a quorum. There are 61 members of Parliament (MPs) and 21 of them must be present to make a quorum.

Deputy Speaker Gladys Kokorwe learned that there was no quorum when MP for Gaborone North Keletso Rakhudu was holding the floor, debating the Community Based Natural Resources Management (CBNRM) policy presented by Environment, Wildlife and Tourism Minister Kitso Mokaila.  The policy seeks to empower communities co-existing with wildlife by giving them a 35 percent share of the proceeds.

 
Rakhudu was skeptical, saying that the policy has the potential to divide the nation that has been united for so many years.  He was worried that some people might misinterpret the policy as meaning that people from outside their areas should not benefit from the natural resources they have.  He called for education so Batswana continue sharing natural resources.
