Mogae elevates Nganunu above Balopi

Foreign Affairs Minister, Mompati Merafhe has said the responsibility to determine who is senior in the national pecking order lies with the head of state. That is why President Festus Mogae has elevated Chief Justice Julian Nganunu above the Speaker of Parliament, Patrick Balopi, the minister said yesterday.

Merafhe was answering a question in Parliament from Palapye MP and former cabinet minister Boyce Sebetela. The chief justice is ranked third after the President and Vice President Ian Khama in the National Order of Precedence. Sebetela sought an explanation for this and whether a similar arrangement obtains in other countries.

Merafhe replied that the system Botswana has adopted is in keeping with the general practice in the SADC region, for example in South Africa and Zambia, as well as in some Commonwealth countries such as Canada and Ghana.
