Mhlauli judgement (Part 2)

This is the second installment in a four part series of the judgement delivered by Gaborone Village Chief Magistrate LOT MOROKA in a case that captured the imagination of many.

Elvidge Mhlauli, former Permanent Secretary in the Ministry of Local Government Lands and Housing, has been convicted for the offences of abuse of office and knowingly giving false information in an affidavit and he has been sentenced to two years and seven years respectively. 

Taking into account the Permanent Secretary in the Ministry of Local Government Lands and Housing's tacit instructions to consider the location which has been applied for as well as the date on a particular application was received it is apparent that only the following applicants shall be catered for:
