For some Members of Parliament PMS does not mean anything. It has beecome a norm that some of them abscond from Parliament once they have registered for their sitting allowances. Deputy Speaker of the National Assembly Gladys Kokorwe was forced to close Friday's parliamentary debate after members failed to form a quorum for 15 minutes.

Standing Orders provide that there must be at least 21 out of the 64 Members of Parliament (MPs) to form a quorum. Earlier in the morning six questions from MPs had to be deferred to a later date because the majority of ministers were not present to provide the answers.

This came as a shock to Kokorwe who stated that the trend was a serious problem. "Ke mathata fela a a serious. This is a serious problem and I always try to talk to MPs about it but there is no improvement," she lamented. Kokorwe said that this had never happened during the last 15 years she has been MP for Kweneng South. "This never happened during my time in Parliament. I don't know about the earlier years," she said.
