Inquiry faults CITF management

A taskforce appointed to investigate allegations of maladministration and unfair treatment of staff at the Construction Industry Trust Fund (CITF) unearthed instances of employee abuse by the management of the fund.

The taskforce comprising of deputy commissioner of Labour Luckson Likokoto and Biki Manyanda from the Directorate of Public Service Management (DPSM), was appointed by the CITF board in April this year, as a response to a flood of complaints by CITF staff against their employer.The complaints varied from non-payment of severance benefits to retiring staff, promotions for which remuneration was never implemented to non-payment of acting allowances.

In one incident an employee by the name of Simon Kuhlmann was retired in July 2011 and requested to be paid his benefits accrued as at July 22, 2011, and severance benefit on a prorata basis. The management argued that the complainant was not entitled to severance benefit on grounds that he chose not to join a contributory pension scheme and he remained with the option of being paid severance benefit, which it said he was paid at the end of his employment. His argument was that the benefit should be paid in line with the promotion he got during his employment.
