Audit exposes loopholes in handling of illegals

A performance audit report by the Auditor General (AG) Bahakae Sebopeng in the management of illegal immigrants by the Department of Immigration and Citizenship (DIC) has revealed some irregularities.

The report states that the department has a mandate to protect the society against entrance and residence of people with undesirable behaviour, while at the same time facilitating the movement of genuine travellers in and out of the country. It adds that the main objective of the audit was to ascertain if the management of illegal immigrants was being undertaken efficiently and effectively. In the process, it identified the absence of a specific policy framework to address various issues regarding illegal immigrants.

Sebopeng also reveals that he found out that insufficient computerisation of systems and procedures negatively affected the department's performance, especially regarding document handling, inspection and the creation and maintenance of profiles of illegal immigrants for future reference.
