Should we sell off BPC and WUC?

The evidence available from around the world suggests that the liberalisation and privatisation of telecommunication and air travel have led to huge and often unexpected benefits for consumers. The elimination of state monopolies on national flag carriers and the opening of skies to new airlines as well as allowing new service providers for telecommunications has led to more and cheaper flights and telephone services for citizens all over the world.
But the evidence of the benefits of privatisation and liberalisation of water and electric power supply are hardly as comforting as there are often special development issues at play and governments, especially in developing countries, are far more reluctant to sell off their water and power utilities. When it does happen these are usually the last of the public enterprises to be loosened from state control.
