Mogae's last word?

Presidents of nations will invariably use their last chance to address Parliament to say all the things they always wanted to say but could not because they were constrained by the larger interest of the political parties that put them in power.

This year's last session of Parliament presents President Festus Mogae with just such an opportunity, and he should not let it pass uneventfully.

Many will recall that on his initial entry into active party politics, President Masire appointed him Minister of Finance, perhaps for political expedience, but also because he held a reputation as a kind of no-nonsense economist at the Bank of Botswana, the Ministry of Finance, and the World Bank.
