DISS suffers another credibility crisis

Since its inception, the Directorate of Intelligence and Security Services (DISS) has never ceased to court controversy. In fact, many had questioned its establishment given that similar agencies were already in existence under the police, military and under the Office of the President.

Besides, what was wrong with improving and strengthening the existing structures instead of forming a new one? Though the intelligence and security agency was established during the dying days of the Mogae administration, there was no doubt it was President Ian Khama's baby.

The Mogae administration was merely a surrogate mother.The bill establishing the agency rightly elicited heated debates in Parliament when initially presented. The proposed agency was a monster with draconian powers that makes it a law unto itself. It had no provision for oversight.
