Tripartite effort to nip tender rigging in the bud

The Public Procurement and Asset Disposal Board (PPADB), the Directorate on Corruption and Economic Crime (DCEC) and the Competition Authority have vowed to work together to rid the country's tendering processes of bid collusion and rigging.

The three government agencies launched a Memorandum Of Understanding (MOU) in Gaborone yesterday, which they signed last year in an effort to curb corruption, collusion and bid rigging. "When we succeed in this endeavour the benefits will include among others, reasonable tender prices and value for money arising from real competition. The major problems are in procurement and tendering, land allocations, fraudulent acquisition of driving licences and permits as well as human resources issues in particular, and employment secured through corrupt means," said PPADB executive chairperson, Bridget John.

Speaking at the launch, DCEC director Rose Seretse said the MoU would allow the parties to assist each other with investigations, research and analysis of cases. "It seeks to enhance sharing of information and expertise in the different fields of operation," she said.The Competition Authority says it has already utilised the opportunity through participating in a number of PPADB-arranged public awareness seminars. The DCEC has so far referred two cases of suspected bid rigging to the Competition Authority, which have been reviewed.
