PEEPA pushes for legislation of CEE policy

The Public Enterprise Evaluation and Privatisation Agency (PEEPA) says it is lobbying government to legislate the Citizen Economic Empowerment (CEE)policy to enforce its provisions as a law.

The policy seeks to promote effective participation of Batswana in the economic growth of the country.Presenting at a workshop last week, PEEPA deputy CEO Tiny Diswai-Moremi said they are currently discussing with government with the view to pursue legislation and public awareness of the CEE. “Our recommendation is that government considers legislating for the implementation of the scorecard across all forms of citizen economic empowerment to ensure that the provisions are enforceable by law,” she said.

The scorecard demands that bids be evaluated further if they don’t make the empowerment threshold. The CEE profile during the procurement phase is to be based on the scorecard developed for the project feasibility study. She explained that undertakings made by the private sector party in bid submission are monitored to ensure compliance. “Where not met, penalties should be imposed and, possibly, contract termination,” said Diswai-Moremi.  She said the policy must be transparent and allow self-evaluation.
